Conducting an election is one of the greatest challenges of most local governments. 

Administration issues such as ballot design, poll worker performance or, in some cases, partisan intervention can lead to the disenfranchisement of thousands of eligible voters.

Take the single example of the recent 2008 presidential primary in California. In Los Angeles, 50,000 voted ballots were tossed out because of a controversial “double bubble” ballot design used only in Los Angeles County and no where else in the state.

There is growing interest and urgency across the country to create new election administration standards. Our nonprofit sector – foundations, institutes, advocacy organizations and the like - is playing a leading nonpartisan role. In partnership with election officials, our independent sector can help move America forward.
